Jon Holmes
/in Councillors /by looetc_adminJon Holmes has been a councillor since March 2020 when life changed for everybody not least a steep learning curve of learning how to be involved in the running of a Council remotely with the use of Zoom technology! Jon and his ( Cornish ) wife have lived in Shutta since 2017 having decided to relocate from Gloucestershire where he served as a Councillor for a number of years. They both work part time as Criminal Defence Solicitor Advocates in Cornwall in their own firm. Jon appreciates a quieter pace of life in a community which he and his wife had got to know well over many years particularly with visits to the music festival. Jon is a member of the Finance , Planning and Library and Community Committees. Jon and his wife enjoy walking , working on their allotment, socialising with friends and being involved in the community of Looe in any way they can.
George Ingham
/in Councillors /by TeganGeorge was co-opted to Looe Town Council in early 2026, bringing a fresh perspective as a young professional who has chosen to build his career and future in his hometown. A former student of Looe Community School and a graduate of the University of Plymouth with a BA (Hons) in Acting, George has deep roots in the community and is an active member of Looe Rowing Club
His professional background is rooted in the creative and film industries. George has worked as a Location Assistant and Marshall on major productions filmed in the area, including Beyond Paradise and the Apple TV series Down Cemetery Road. He also authored and devised the official Beyond Paradise walking tour for Looe, an experience that has given him unique insights into the balance between supporting a thriving tourism economy and maintaining the quality of life for locals.
George is a passionate advocate for accessibility, inclusion, and mental health, drawing on his own lived experience with autism and epilepsy to inform his approach to community issues. He is particularly keen to ensure that the voices of younger residents and creatives are represented in the Council’s decisions.
Jasper Graham-Jones
/in Councillors /by TeganJasper is an experienced mechanical and marine engineering academic with over three decades in higher and further education. He is a former Associate Professor in Mechanical and Marine Engineering at the University of Plymouth. He has taught and led programmes across manufacturing, marine and sustainability-focused engineering, and has supported degree apprenticeships and local skills development. After many years working with industry and universities in the South and South West, he settled in Looe, where the blend of maritime heritage, community spirit and coastal environment matches his passions for sailing and kayaking.
He served as a Looe Harbour Commissioner for nine years before becoming a councillor. He has also volunteered as an RNLI lifeboat crew member (Hayling Island and Looe) and as an HM Coastguard rope technician for 25 years.
Professionally, Jasper has authored over 85 publications and secured significant project funding, often centred on practical problem-solving—manufacturing, welding, composites, failure analysis, the circular economy and low-impact making—working in 24 countries with 66 organisations. He brings this hands-on, evidence-based approach to council work, believing that clear data, collaborative working and kindness deliver better results for residents and local businesses.
Jasper cares deeply about enabling young people and career-changers to thrive in Cornwall through training, apprenticeships and good local jobs; about supporting Looe’s small businesses and festivals; and about protecting the town’s marine and river environment while keeping the working harbour at the heart of community life. He is particularly interested in safe active travel, resilient infrastructure and practical sustainability suited to Looe’s geography.
He says: “It’s a privilege to serve the people of Looe. My aim is to listen carefully, work openly with partners, and help deliver straightforward, affordable improvements that make daily life easier—while safeguarding the harbour, coastline and character we all love.”
James Lundy
/in Councillors /by looetc_adminJames has been a councillor since 2017, is currently co-chair of the Neighbourhood Development Plan (NDP) Steering Group and is chair of the planning committee. He has led on the response to recent changes to Government planning rules and has championed the policies in the Looe NDP following the gathering of evidence and town wide consultations. Looe Neighbourhood Plan has now been fully adopted by the people of Looe at the referendum in May 2022 after 7 years of hard work from the steering group.
James was involved in working with the architect and contractor to oversee the development of Looe’s library building, he also designed and worked closely with the sign makers to produce the library signage. James has a BA degree in Architectural and Spatial design studying at Plymouth College of Art and Design. Professionally he produces planning design and access statement and material specifications as a freelance architectural design consultant, working mainly in London along with managing family property in Cornwall and West Sussex. James has been associated with Looe since 1997. His Interests include walking, architecture and conservation, using his expertise in landscape architecture to shape the family woodland to ensure the area is preserved and protected for future generations.
James is a National Planning Portal delegate and attends and engages in annual conferences . Areas covered were :

James is also a member of the Liskeard and Looe Community Network Panel as a representative for Looe Town Council which gives the opportunity to engage with other councils within this part of South East Cornwall .
Michala Powell
/in Councillors /by looetc_adminMichala lives at Woodlands View and is a Mother of 3 and Grandmother of (nearly) two. She loves animals and has 2 dogs and a smallholding where she keeps her ponies, goats, pigs and chickens. She is a trained IT teacher and is passionate about people and the environment.
Mark Pughe
/in Councillors /by TeganMy family and I have lived in Looe for over 8 years and are making this our long-term home.
I have worked with many government-like organisations, including the Office of the Deputy Prime Minister, one of the largest London boroughs, and all Blue Light services across the UK. I have also worked in many large private sector businesses, typically managing annual budgets of £5-10m and delivering large IT and business change programmes.
I now want to use my knowledge and skills to help Looe Town Council continue to improve the value for money of services provided to local taxpayers and visitors to our town. I also want to allow LTC to continue supporting improving life and the environment in Looe.
I feel it is important to seek opinions and be available to listen to the community’s comments and needs so that LTC can strive to deliver the services the community needs.

/in Councillors /by TeganChris first became a councillor in 2007 and served fourteen years before retiring in 2021. During that time, Chris served as Chairman of various committees and Deputy Mayor in 2019.
He has also served as a Trustee and Chairman on East Looe Town Trust.
Chris spent 42 years in the construction industry, covering Technical, Commercial, and Accounts management, with a focus on areas including Essex, London, the Home Counties, and finally Devon and Cornwall.
His hobbies include sailing on Tall Ships and he has the T-shirt for the 2014 Falmouth Royal Greenwich Tall Ships Regatta. He also collects model buses.
Chris is married to Liz, who was a previous Mace Bearer for the council. He has two children, one living locally. And three grandchildren.
After four years of retirement, Chris returned to Looe Town Council at the May 2025 elections, representing the West Ward. He is passionate about Looe and, in particular, West Looe, which he feels deserves a louder voice.
